1.
Headings
At
all sections ensure you include these 5 as standard headings and
give all the details:
1) Responsibilities (who does
what) [These responsibilities should
then be copied/cut & pasted to the
Job Descriptions]
2) Requirements (what needs to be done, how it is done,
resources to use, timelines, where to be done)
3) Training (how you will
train key staff to operate that program such as training, inspections, etc and
what training is needed for the employees)
4) Records (what records
must be kept, by who and where).
5) References (CS SOPs; GIs, etc)
2. Provide an overview of the nature of your company’s
business.

e.g. ‘We provide housekeeping services to 30 organizations, throughout
Saudi Arabia, with a total workforce of 4,500 employees’.
The contract in …….is to provide
maintenance, service and repair of domestic appliances in domestic housing.

4. Safety Policy Statement
Insert here the written statement of
your company management’s safety commitment (e.g., a safety policy statement
that is signed by top management).
Must
be signed by CEO or Owner
5. Stop Work Policy
Official written
statement signed by MD that every employee has the right to (1) stop his own
work and to (2) stop the work of others due to unsafe conditions or acts.
State:

If they believe that they, their colleague or a
bystander may be harmed or injured due to their work activity.
Note: They do not have to wait to report it to the
Supervisor that they are stopping, they can report later, if there is likely to
be a delay. Supervisor should then
investigate what the hazard is, control it and if safe to do so, worker can
resume work.
This must be a
clear easy to understand written instruction to employees that they have the
right to stop work immediately where they believe there is a serious risk of
harm to them, their work colleagues or to others persons in the area.
Create this as
a signed policy, post it on workplace notice boards and train staff about it on
orientation training, safety meetings & toolbox talks. Where applicable, translate it into other
languages.
6. Incident Reporting &
Investigation
Insert here
written scope of your company’s incident reporting program (e.g., does it
include reporting of injuries/illnesses, near-misses, and root cause analysis)
as described in GI 6.003).
Refer to GI
6.003 which includes root cause analysis & incorporate it into your
system.

7. JSA & HIPs

the Saudi Labor and Workmen Law mandates that employers inform their workmen

As
part of the Contractor Loss Prevention Program, the contractor shall develop a
detailed Hazard Identification Plan based on the initial hazard identification
data supplied by Saudi Aramco Project Management Team. Prior to the start of construction, the
contractor shall conduct a hazard identification tour with the Company
representative and the Saudi Aramco Loss Prevention representative. Once this
has been completed, the contractor will prepare and submit a Hazard
Identification Plan.

to guidance issued.
8. Personal Protective Equipment
Insert
here written Personal Protective Equipment (PPE) program, (specifying
responsibilities, requirements/procedures, training, and recordkeeping), as
well as a list of the specified standards (e.g., ANSI #) for each type of PPE
purchased by your company. Include:
1) Selection Of
PPE.
Appropriate selection of PPE (based on JSA). State clearly what PPE is
to be issued to each occupation employed, based on JSA. State for all listed crafts. Draft a PPE matrix – see example
provided.
2) State clearly
that PPE must meet international standard such as
ANSI (USA) or EN (European Union). See
guidance provided to incorporate in your policy.
3) Storage arrangements.
4) Maintenance arrangements.
5) Inspection arrangements.
6) Action to be taken if PPE is damaged, criteria for replacement.
9. Injury Reporting & Record Keeping
Provide the
following in-Kingdom employee on-job injury (including injuries
from motor vehicle accidents) and occupational illness data for the past
three years and year-to-date.
